How the kit works
Before combat, use Shining Bright to Blind enemies in an area for 10 seconds. They cannot detect allies while Blinded. Starting combat against one of them has a 100% fixed chance to delay all enemies’ actions by 25%.
In battle, Ricochet Love hits the chosen enemy once for Wind DMG equal to 56% of Sampo’s ATK, then hits random enemies four more times for the same amount. Those extra hits can go to the same target. Dazzling Blades instead deals Wind DMG equal to 100% of ATK to one enemy.
Both attacks work with Windtorn Dagger: Sampo’s attacks have a 65% base chance to apply Wind Shear. It lasts three turns, stacks up to five times, and deals Wind DoT equal to 52% of his ATK at the beginning of each enemy turn. A passive extends the duration by one turn.
Use Surprise Present to hit all enemies for Wind DMG equal to 160% of ATK. It also has a 100% base chance to increase their DoT taken by 30% for two turns. A passive restores 10 Energy when Sampo uses it. Another makes enemies affected by Wind Shear deal 15% less damage to him.
Build and why
For relics, use four pieces of Prisoner in Deep Confinement. Two pieces give 12% ATK; four let Sampo ignore 6% of an enemy’s DEF for each DoT on that enemy, up to three. His own Wind Shear helps make use of the effect.
For the planar set, Revelry by the Sea gives 12% ATK and increases DoT damage by 12% at 2,400 ATK or 24% at 3,600 ATK. Eagle of Twilight Line is another relic option: its two-piece bonus gives 10% Wind DMG, and four pieces advance Sampo’s action by 25% after his Ultimate.
Use ATK Percentage on the body and rope, SPD on the feet, and Wind DMG Boost on the sphere. For substats, the game’s build lists ATK Percentage first, followed by SPD and Effect Hit Rate. ATK supports his damage scaling, while Effect Hit Rate helps with effects that have a base chance.
Lies Dance on the Breeze is the first weapon choice. It gives 18% SPD and can apply Bamboozle after an attack, reducing enemies’ DEF by 16% for two turns. At 170 SPD, it can also apply Theft, which reduces DEF by 8% for two turns. Both effects have a 120% base chance.
Good Night and Sleep Well is the next option: it increases Sampo’s damage by 12% per debuff on the target, up to three stacks, and also affects DoT. Eyes of the Prey gives 20% Effect Hit Rate and 24% increased DoT, matching both Wind Shear and its application.
Leveling priority
The game’s leveling order is Windtorn Dagger, Surprise Present, Dazzling Blades, then Ricochet Love. Talent comes first because it determines Wind Shear damage; Ultimate follows for its damage and DoT-taken effect. The listed order puts Basic ahead of Skill, even though Skill is useful for multiple hits.
For maximum ascension, gather 246,400 Credit, 50 Storm Eye, 12 Ancient Part, 13 Ancient Spindle and 12 Ancient Engine.
For all skills, the listed total is 2,400,000 Credit, 5 Tracks of Destiny, 12 Obsidian of Dread, 54 Obsidian of Desolation, 105 Obsidian of Obsession, 12 Guardian’s Lament, 28 Ancient Part, 42 Ancient Spindle and 42 Ancient Engine.
Eidolons worth it
The Deeper the Love, the Stronger the Hate is the main Eidolon to look at. When Skill hits an enemy with at least five Wind Shear stacks, that enemy immediately takes 8% of its current Wind Shear damage. Build stacks before relying on this effect.
Rising Love adds one random hit to Skill. Infectious Enthusiasm gives a 100% base chance to apply one stack of Wind Shear to all enemies when an enemy affected by it is defeated.
Increased Spending is worth considering too: it increases the Talent’s Wind Shear damage multiplier by 15%. It improves the damage that Sampo’s stacks deal over time.
You can pay less attention to E3 and E5 if you are comparing effects: they raise skill levels rather than adding a new mechanic. They cannot be skipped on the way to later Eidolons.
Teams
Kafka is a strong teammate for a DoT team. She is a Lightning Nihility character with a DoT role, while Sampo supplies Wind Shear and increases the DoT enemies take. Hysilens and Black Swan are other DoT teammates to consider; they bring Physical and Wind respectively.
Serval is a Lightning DoT option, and Jiaoqiu brings Fire along with a DoT and debuffer role. Pick teammates around the damage types and roles your fight needs rather than assuming Sampo has to cover every enemy himself.
Leave room for sustain. Gallagher, Natasha and Gepard are listed options for that role. A buffer such as Bronya or Asta is another possible teammate when the rest of the team has its damage and survival covered.
Common mistakes
Do not treat a 100% base chance as the same wording as the Technique’s 100% fixed chance. Effect Hit Rate is useful for Sampo’s base-chance effects, even though the game’s listed substat order puts ATK Percentage and SPD ahead of it.
At E4, do not expect Skill to trigger its immediate Wind Shear damage before the target has five stacks. Against several enemies, remember that the extra Skill hits go to random targets, so you cannot choose where each one lands.
Do not ignore the thresholds on your gear. Revelry by the Sea needs 2,400 or 3,600 ATK for its DoT bonuses, and the Theft effect on Lies Dance on the Breeze needs 170 SPD. Check the stats you have before counting on those effects.
