Guide
How the kit works
Spend Energy to gain one Wind Energy per 25 Energy consumed, up to three. Use EX Special Attack: Don't Catch a Chill (Special) to slide forward. Hold during the slide to enter Whirlwind, steer the tornado and keep dealing Wind DMG while Energy is consumed. The slide or Whirlwind ends with EX Special Attack: Kindly Rest in Peace (Special), which consumes your Wind Energy and generates an Eye of the Storm for each point spent.
After the cannon, Special Attack: Forgive Me for Not Seeing You Off can activate automatically when its threshold of three is met. It detonates up to three Eyes it hits: fewer than three produce tracking Miniature Windstorms, while three produce a Giant Windstorm. Each Eye also deals Wind DMG when detonated. Eyes last up to 30 seconds, and the earliest detonates if the limit of nine is exceeded.
If the hammer hits an enemy affected by Windswept, it reverts Contamination to its original state. Use Defensive Assist: Allow Me to Assist to parry, or Dodge Counter: Returned Courtesy after a Perfect Dodge. These attacks and the EX sequence grant invulnerability during their use.
Build and why
Start with four pieces of King of the Summit. Its two-piece effect increases attack Daze by 6%. As a Stun character, Roxy activates the four-piece effect with an EX Special Attack or Chain Attack, giving the squad 15% CRIT DMG for 15 seconds. At 50% CRIT Rate or higher, that rises by another 15%. Four pieces of Swing Jazz are an alternative: a Chain Attack or Ultimate gives the squad 15% DMG for 12 seconds.
For the remaining two slots, Swing Jazz or Moonlight Lullaby gives 20% Energy Regen. Woodpecker Electro gives 8% CRIT Rate instead. Pick CRIT Rate on disc 4, PEN Ratio or Wind DMG Bonus on disc 5, and Energy Regen on disc 6. For substats, follow CRIT Rate, CRIT DMG, then Percent ATK. CRIT Rate supports both the King of the Summit threshold and Roxy's core buff.
Crimson Moon Casket is the first weapon choice. It gives 24% CRIT Rate, ignores 15% Wind RES and, after an EX Special Attack deals Wind DMG, increases Daze by 16% and other squad members' DMG by 20% for 50 seconds. Hellfire Gears is next, with off-field Energy Regen and Impact stacks from EX Special Attacks. Steam Oven is another option: it builds Impact as Energy accumulates and keeps the bonus briefly after Energy is spent.
Leveling priority
Follow the game's order: Core Passive: Warm Night's Embrace first, then the Special Attack category. The core converts initial Energy Regen above 1.2 into ATK and Impact, and sets the squad buff from Roxy's CRIT Rate. Special Attacks cover the EX sequence you use to spend Energy and detonate Eyes.
Next level the Chain Attack category, then Assist, Basic Attack and Dodge. Chain Attack: Gale-Burial Great Hammer gives Roxy a strong Wind hit, while her assists include a parry that deals substantial Daze. Basic Attack: Do Stay a While and her dodge attacks come later in this order.
For maximum ascension, prepare 800,000 Denny, 4 Basic Stun Certification Seal, 32 Advanced Stun Certification Seal and 30 Buster Certification Seal. All skills to maximum take 2,905,000 Denny, 25 Basic Windbite Chip, 75 Advanced Windbite Chip, 250 Specialized Windbite Chip, 5 Hamster Cage Pass, 9 Counterfeit Nucleus and 60 Higher Dimensional Data: Imitation Core.
Mindscapes worth it
For team support, Versatile Attendant is a good early target: when the wind cannon hits, it reduces the enemy's All-Attribute RES by 15% for 50 seconds. It also gives Roxy 40% CRIT DMG. Clocking Out Myth is worth considering for its extra Daze and the 30% Stun DMG Multiplier applied when Don't Catch a Chill (Special) hits.
Eternity and the Clockwork Doll is an offensive option. It makes attacks ignore 15% Wind RES and raises the Giant Windstorm's DMG multiplier to 250% of its original value. A Giant Windstorm created by detonating Eyes also applies Afterecho, which creates two more Giant Windstorms at the target.
Tales of Insomnia and Second Heartbeat each add two levels to the main skill categories, but you can treat them as lower-priority targets on their own. R.I.P. (M4) gives Energy through successful parries and Dodge Counters and improves the Ultimate; consider it if you value those parts of her kit.
Teams
When any squad member triggers Contamination or Cleanse, Roxy's CRIT Rate determines a 50-second buff for Wind DMG and damage of the corresponding attribute. Non-Armorer characters gain CRIT DMG, up to 40%; Armorer characters gain Laceration DMG, up to 20%. Reapplying Windswept to an enemy already affected can also grant the buff based on the overwritten state's Contamination attribute and Wind.
Common mistakes
Don't ignore CRIT Rate after reaching the 50% threshold on King of the Summit. That threshold finishes the set's CRIT DMG bonus, but Roxy's core buff continues to scale with her CRIT Rate up to its own caps. Initial Energy Regen matters too: the core only converts the amount above 1.2 into ATK and Impact.
Don't leave the additional ability inactive by filling both other slots with specialties outside Attack, Rupture and Armorer. Without a qualifying teammate, you miss its Stun extension and the extra Windswept duration.
